About the Malta Business Registry (MBR)

The Malta Business Registry, established under Subsidiary Legislation 497.27, is responsible for the registration of new commercial partnerships, the registration of documents related to commercial partnership, the issuing of certified documentation including certificates of good-standing amongst others, the reservation of company names, the collection of registration and other fees, the publication of notices and the imposition and collection of penalties.  The Registry also conducts investigations of companies and the keeping of the company and partnership register.

The Role

The eventual appointee will be appointed at a Senior Analyst level and will form part of a multidisciplinary team within the Intelligence Management Unit.

The appointee will report to the office of the CEO and will undertake duties in connection with AML Policy & Project Development/Management of the Centralised Digital Repository System. The main task of the Senior Analyst will be to undertake the role of developing and launching the Centralised Digital Repository. The Senior Analyst will be expected to take on the role of a project manager in order to oversee every step of the development of the Centralised Digital Repository system, all the way up to delivery together with continual oversight and maintenance post-delivery.

The Senior Analyst will report directly to the CEO of the MBR and will keep the CEO updated every step of the way.

Although the central focus of the role will be the Centralised Digital Repository, further duties involve:

  • Attend meetings with other Competent and/or Supervisory Authorities and discuss issues which may impact the day-to-day work of the MBR or the private sector;
  • Assist the CEO in the management of the Unit, act as a reference to other staff members and will be also required to be involved in ‘ad hoc’ assignments related to specific issues that may arise from time to time;
  • Involved in independent investigations where it is alleged that data is incorrect or documents not valid;
  • Assist MBR’s Compliance Unit, when instructed by the CEO;
  • Assist the MBR’s MLRO, when instructed by the CEO;
  • Undertakes analytical duties in line with the powers given to the MBR as Supervisory Authority;
  • Involved in independent offsite investigations which can lead to an onsite inspection. The employee will be responsible in recommending to the CEO an appropriate action to address any necessary remedial actions identified during the course of such investigations;
  • Assist in Policy Development & Review: Conduct research on organisational related topics to inform policy development and decision-making;
  • Workflow Development: Design, develop, and implement workflows within the organisation so as to streamline business processes and improve data management practices;
  • In charge of the development of policies and procedures;
  • Governance and ICT: Participate in data management and the roll of out of ICT tools and governance projects to better aid the day-to-day workings of the organisation;
  • Training: Design and deliver training sessions internally and to third parties in relation to the governance policies & procedures of the organisation;
  • Attending training/technical meetings;
  • Work on multiple projects simultaneously;
  • Keeping up-to-date with the FIAU’s Implementing Procedures;
  • Document all work in accordance with agreed standards;
  • Maintain status reports for all tasks on a regular basis, and
  • Assist in other tasks as directed by the CEO.

Furthermore, the Senior Analyst will be expected to assist in other duties as may be directed from time to time by the CEO.

About You

(i) Preference will be given to candidates who possess a University of Malta Master’s Degree in AML and Compliance or Project Management or equivalent academic qualification in a relevant field of study at National Qualification Framework Level 7 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC)* or a widely recognised professional qualification at a comparable level AND four (4) years’ prior experience in a related area.

(ii) Consideration will also be given to Candidates with a University of Malta Degree in AML and Compliance or Project Management or equivalent academic qualification in a relevant field of studies at NQF Level 6 or better AND six (6) years prior work experience in a related area; OR

(iii) candidates who at least possess ten (10) years’ prior experience in a related area.

* It is the responsibility of applicants in possession of qualifications awarded by Universities and other similar institutions outside Malta to produce a recognition statement on comparability of qualifications issued by the Malta Qualifications Recognition Information Centre (MQRIC).
